Essential Qualification:Central/State Government employees working in analogous grade (Level-8) in relevant discipline or holding substantive posts in Level-7 or PSU employees working in analogous grade in relevant discipline or in 40000-140000 (IDA) (E1) with four yearS service in that Grade.

Essential Work Experience:

Safety Counsellor (Traffic)-Inspection of Stations, Running rooms, Lobbies, level crossing gates, Footplate inspection, surprise, and night inspections etc. Explaining G&SR, other Rule Books, Manuals, Amendment slips, Operating circulars, and Safety circulars etc. to station and other related staff. Testing knowledge of Station staff regarding SWR, SWRD & TWRD, shunting procedure and working during abnormal conditions. Checking of various records available on stations. Analysing minutely the procedures and identifying flaw (if any) in the system. Checking various provisions of SWR and identifying movements which may lead unsafe situation. Knowledge of conducting inquiry, preparation of Joint note, measurement of track and rolling stock and preserving & analysing the evidences and clues available on site.

Safety Counsellor (Signal)-Footplate inspection to check visibility of Signals and other equipment provided by Signal Department. Inspection of Stations, Signal gears, Block instruments, relay rooms, points and crossings etc. Checking Locking and sealing arrangements of all S&T gears and counselling of staff and analysing data logger reports. Counselling of staff about safety precautions during maintenance of S&T gears. Inspection of VDU of Stations, identifying any dangerous or accident-prone movement permitted in SWR and preparing the list of short comings. Analysing minutely the procedures and identifying flaw (if any) in the system. Checking various provisions of SWR and identifying movements which may lead unsafe situation. Knowledge of conducting inquiry, preparation of Joint note, measurement of track and rolling stock and preserving & analysing the evidences and clues available on site.

Safety Counsellor (Mechanical)- Inspection of Rolling-in-examination facilities,

procedure for detection of defects and availabilities of Tools & Equipments. Inspection of HABD locations and analyse its functioning. Counselling of C&W staff, Station Staff and other wayside staff regarding C&W defects and action to be taken. Inspection of stable loads in yards and availability of Tools & Equipments at IMDS stations and Guards. Footplate inspection, Checking of BPC and counselling of crew regarding application/releasing of brakes. Analysing minutely the procedures and identifying flaw (if any) in the system. Knowledge of conducting inquiry, preparation of Joint note, measurement of track and rolling stock and preserving & analysing the evidence and clues available on site.

Safety Counsellor (Electrical)- Inspection of electric and diesel locomotives, Tower wagons and critically take note of short cut methods in use and safety precautions being ignored. Knowledge of categorisation of running staff. Knowledge of drunken policy and its implementation. Analysing of speedometer records, Loco defects etc. Inspection of Running rooms, Crew lobbies, SSPS, TSS, Tower wagons, Stations etc. Counselling of Station and OHE staff for precaution to be taken during Power Blocks. Inspection of running room and crew lobbies. Analysing minutely the procedures and identifying flaw (if any) in the system. Knowledge of conducting inquiry, preparation of Joint note, measurement of track and rolling stock and preserving & analysing the evidence and clues available on site.

Safety Counsellor (Civil)-Inspection of Yards, Point and Crossing, Bridges, Curves, Viaducts and tunnel etc. Counselling of maintenance gangs, patrolling staff, Track machine staff etc. for Safety precaution to be taken during day to day working and work site protection. Surprise inspection of work sites, working during traffic block and night/day patrolling. Analysing of OMS data and USFD results. Inspection of P- way materials of all IMDS/IMSDs under his jurisdiction. Analysing minutely the procedures and identifying flaw (if any) in the system. Knowledge of conducting inquiry, preparation of Joint note, measurement of track and rolling stock, preparation proper sketch of accident Site and preserving & analysing the evidence and clues available on site.
