(i) The officer should have retired from the Central Government in the pay level 13 or above.
(ii) Officer possessing a Degree in Law from a recognized University with 15 years work experience relating to filing legal application scrutiny and interpretation of laws, rules, regulations, instructions issued by the Government from time to time
